BAPAC SD Foundation has launched an innovative partnership between the
Regional Task Force on Homelessness, County of San Diego, San Diego
Housing Commission, San Diego Gas and Electric, Black San Diego, faith-
based organizations, and other nonprofits.
The goal is to prevent homelessness before it happens, particularly for Black
and Brown families who are disproportionately impacted by housing instability
in San Diego. BAPAC SD Foundation has served this community for over 20
years as a volunteer-led nonprofit focused on economic opportunity, equity,
and dignity for Black residents.
The Problem
The disparities are stark
While Black residents make up only about 5% of San Diego County's population, they represent nearly 28% of people experiencing homelessness. Many families fall through the cracks of traditional service systems because:

Access points are difficult to navigate

Services are not culturally responsive

Prevention resources often arrive after someone has already entered the homelessness system
One unexpected crisis such as domestic violence, a fire, job loss, or a medical
emergency can suddenly leave a family navigating a complex maze of services
with no clear way in.

About the Program
Help us scale what works
We are seeking state, federal, corporate, and local support to fund this pilot program and allow BAPAC SD Foundation to operate as a dedicated CES access point.

homelessness prevention across California.
